Vladimir Putin was "morally responsible" for the 44-year-old's death, alongside everyone involved in the assassination attempt on Russian double agent Sergei Skripal. Moscow has always denied involvement. Sturgess, a mother of three, died after spraying herself with a fatal dose of Novichok left in a discarded perfume bottle; her family says "we can finally put her to peace”. The attack may have been avoided if Skripal had been given a new identity, the report said, but adds it was reasonable to assess at the time that he was not at high risk of assassination.
