An IPCA report has found serious misconduct at the highest levels of police after they failed to properly investigate alleged sexual offending by McSkimming. A transparency watchdog says that scathing IPCA report could see New Zealand's transparency ratings take a hit. Julie Haggie of Transparency International New Zealand spoke to Lisa Owen.
