In 2023, the Nevada legislature passed a bill regulating sidewalk vendors. You know, the people who sell corn and shaved ice in various parks, and near your grocery store.

The law, SB92, was the first ever to regulate these micro-businesses. Many of the people who run food carts are immigrants, who are reaching for the American dream.

But the regulations didn’t turn out the way the backers of the bill expected them to.

Where there were no laws, now there are very very restrictive laws.

And many food cart operators were scared their businesses would be shut down.
