A Clare TD claims nobody in Ireland has a 'cultural or traditional' right to the ownership of horses. Speaking in the Dáil, deputy Cathal Crowe, raised the issue of horse control and the lack of adherence with The 1996 Control of Horses Act. He was made aware of the negative picture painted of Ireland's animal welfare policy by images of a horse tethered to a pole outside a supermarket sent by an American tourist visiting the county last week. The Meelick Fianna Fail TD says if someone wishes to own a horse, they must let them live in fields, rather than tying them to poles in public spaces.
