PECO energy rates are going up. The 6% increase takes effect next Monday, Dec. 1. The average PECO customer using 1000 kilowatt hours of electricity will pay $6 more a month. PPL rates are rising as well — by 3.7%. The state Public Utility Commission says people who are worried about winter heating bills should call their utility company now to discuss assistance programs.
