The federal government shares the cost of running the SNAP program with each state. So, the money that the Trump administration says it would withhold is its share of the management costs, not the actual benefits that go out. Agriculture Secretary Brooke Rollins, during Tuesday's cabinet meeting, said 21 states and the District of Columbia are still not complying with a request made earlier this year to hand over information about those who receive the benefits.
