New Era Energy & Digital CEO Will Gray joined Steve Darling from Proactive to announce that the company has commenced Phase Two engineering for its Texas Critical Data Centers (TCDC) project — the company’s flagship data center and power development initiative in West Texas. This follows the successful completion of Phase One engineering and marks a major step toward full-scale site development. Gray explained that joint venture partner Sharon AI has now advanced into Phase Two, which will focus on detailed site planning, site clearing, and infrastructure integration for the expansive data center campus. TCDC is currently collecting bids for site clearing, with work expected to begin within the next 60 days, setting the stage for construction readiness. Gray also noted meaningful progress on permitting, emphasizing that the TCDC site’s location in an air-quality attainment zone provides a key regulatory advantage. The company is pursuing a minor source air permit, which allows for up to 250 tons of emissions annually and can typically be approved within 90 days — significantly faster than the 18-month timeline often required for major source permits under current standards. Looking ahead, near-term milestones include expanding behind-the-meter power capacity and submitting a large-load interconnection application. In 2026, the company plans to begin construction of the on-site power generation infrastructure and initiate the first phase of data center construction.
