There is a big disconnect between what employers do to make the staff more happy and what the staff actually wants. For the most part, it is actually less expensive financially to built and scale a healthy work culture than to provide the perks for the employees so they can feel "happy". Will it require more time and effort to build the right culture? Absolutely. Will it be cheaper than provide the perks? Yes, for the most part.

The research done by LinkedIn back in 2018 clearly shows that 66% of all job applicants want to know about the company's work culture during the recruiting/interview process while less than 7% of employers actually focus on culture development.

Culture development is sustainable, it increases retention, reduces cost of replacement, and increases productivity. All benefits that perks will not deliver if equally compared.
